I confirmed that TempDirectories works with our embedded Firebird database. "Success!" I thought yet to find out that TempDirectories doesn't work completely with ALTER INDEX ACTIVE (see my latest thread).
I also confirmed that Flamerobin still works even if I delete firebird.conf from directory where flamerobin_unicode.exe resides. So, Flamerobin must have firebird.conf packaged internally, which sounds kind of weird. Thank you to all who contributed to this discussion.
