Yes and no. After a backup & restore you have a new database with one committed transaction (that has the same content as the 2E9 transactions from the database that was backed up). After that you can add another 2E9 transactions, before you need to back up and restore again, but there is no way to know if a database has had 4E9, 6E9, 1E10 etc transactions to get to the current point.
