Suspend is new, never was in Firebug before 1.2.

If you want to have Firebug Off on startup do this:
1) Open Firebug on any site.
2) For each of ( Console , Script , Net ) panel
   Set the tab mini-menu to "Disable".
3) On any one of those tabs click "Sites..." on the tab mini menu.
   On the popup, select "Remove All Sites".
4) Close Firebug.

The Firebug icon in the status bar will be gray.  Firebug's debug
listeners are off. You can open and use Firebug for HTML/CSS/DOM, no
performance penalty.

If there is one or a few sites you want to use Console/Script/Net,
select "Enable for <site>" on that tab for site. If you don't load
that site on startup, Firebug will remain Off.

If the status bar icon is gray, it is very unlikely that Firebug will
have any measurable effect on browsing.  Of course there is always a
potential bug, its software after all. But we've not seen any problem
or have any report of one.
