I don't know if anyone has mentioned this idea before..

What if we made the user-agent CSS read-only in reality, but when you
go to edit it, it creates a new rule / section further down (or up) in
the cascade that overrides the user-agent settings for that page?
(sorry, not familiar with the correct terminology)
