I didn't write that i used debug functions of Firebug. I wrote about
DOM structure (HTML DOM)

There Firebug icon is Gray always even if i use Inspect button in
Firebug and even if i can view DOM structure there - icon is always
Gray.
Now i noticed there a panel enabling / disabling options for Script/
Console/Net panels. I didn't know about this before today. I didn't
use its but i had a described in my first post problem.

I see there a Console & Script & Net panels as are disabled, HTML
panel in Firebug is enebled.
I used Inspect button in HTML panel and in this case i saw this
problem

I didn't understand your question. I see there three options for
panels, these are disabled and i see there the button for enabling an
options.

Really ?
But HTML DOM inspect functions ?
I wrote that problem occurs if i reload the page. If Firebug is
disabled when gray icon that how does Firebug inspect DOM ? And does
who show to me html DOM structure in Firebug's HTML panel ? It's a
tracing functions of Firebug.

I think that this Firebug bug. I tested it several times
I can get orange icon if i do enabling Console/Script/Net/ options
before. But i didn't this and could inspect DOM. In this case i saw a
trouble after reloading a page (my first post)
