I'm also affected by this and have been for the longest time and have
never been able to determine what the problem is. Ctrl-Shift-T is gone
too. Have set to a different profile as well.

How do you see the key mappings in about:config?

It's such a time-waster not being able to quickly access this
invaluable feature.
