I *do* see a re-enable link when I right-click on the bug icon:

- Open Firebug in new window
- Clear console
- Resume Firebug <==

Do you mean you don't or it's something different? What I've noticed
is that I often see inconsistent behaviour: I select "Suspend" but it
doesn't suspend, or I select "Resume" and I get an empty panel (empty
means empty, nothing, not even Firebug tabs) until I switch tabs in
Firefox. But I can't find a way to reproduce it: it's random.
