Another question: are you running chromebug from the OS commandline
with -chrome chrome://chromebug/content/chromebug.xul? Or from the
tools menu?

I tried the case of Firebug in a new window. That case works for me,
but in a way that is unclear.  The firebug.xul scope has only the
script files added by firebug.xul. The rest of the files, including
firebug.js are not listed with firebug.xul scope. BUT if you open
browser.xul scope and find 'firebug.js' in the Scripts panel, then
breakpoints on this buffer stop when you work on the firebug-in-a-
window.

The good thing about this is that the list of files under firebug.xul
is compact and focused on the overlay firebug.xul. That's also the bad
part: firebug.js and all of his friends are not listed.  (Breakpoints
work by URL and both copies of firebug.js, the one in the main FF and
the one in the firebug-in-a-window, are called 
chrome://firebug/content/firebug.js.
So I guess a breakpoint gets set in both copies when you set it on one
buffer called "chrome://firebug.content/firebug.js".

But most important, I have green executable lines and can set
breakpoints where you can't.  So let's figure that part out first.
