The only change between 1.3.1 and 1.3.2 was to set the minVersion to cause Firefox 2 users to get a message that 1.3 would not work for them.
If you are using FF3.0.6 then you must have some problem unrelated to 1.3.2 upgrade. I usually ask people to try a new Firefox profile first because it will have a clean configuration, one that we can reproduce. If you still have a problem in a new profile, then it could be a locale bug. Finally it could be a firebug core bug.
