This is correct. All CSS and HTML changes are performed on objects within the page and they are not persistent across reloads. This means that if the page is reloaded, all is lost.
Anyway, a possibility to mark some changes as "persistent" so, they are automatically (re)applied when the page is reloaded - would be quite useful feature.
