I think you caught the add-ons page in mid-update. Viewing it now, you
should probably see Firebug 1.4.0b1 available on AMO as the latest
release. To get Firebug 1.3, you'll want:

https://addons.mozilla.org/en-US/firefox/downloads/file/47650/firebug-1.3.3-fx.xpi.

You can see a list of all available versions here:
