Changes to the panel-tab structure in 1.4 made the text based buttons visually confused with the panel tabs. Icons more clearly distinguish the buttons from the tabs.
I have been skeptical of icons vs text, but I've changed my mind. When I think of a UI operation, my mind comes up with the icon just as well as the text. Icons do not require localization and they are more compact on the user interface. This change was not taken to improve the brand or loveliness of Firebug.
