No, all you need to do is reload the site after opening it the first
time.

The only difference between Firebug 1.4 and 1.3 in this area is that
1.3 reloaded the page automatically while 1.4 you do it manually. All
of the issues you raise are true in 1.3 as well.

After the first reload, subsequent reloads or page visits will have
the net panel data.

Just to repeat, the only difference is that 1.3 auto-reloaded on the
first activation. If you hit control-R right after you open Firebug,
the result will be the same as 1.4.

As NH already mentioned, you can turn on "On for all pages". I
recommend this only in the case that you use Firefox solely for
Firebug work.

Firebug 1.4 works with Firefox 3.0. And Firebug 1.3.3 is available if
you want to use it.
