I dunno. It doesn't seem to be explicitly disallowed, it just doesn't work.
Steps to reproduce: 1) Visit some page 2) Turn on Firebug 3) Switch to HTML panel 4) Click on < head > tag 5) Click "Edit" button in upper right 6) Nothing happens.
