The 3rd option is the default behavior for 1.4. If 1.4 is working
properly, most users do not need to set any options. If 1.4 is not
working properly, try 1.5a21, http://getfirebug.com/releases.

Yes, I did not expect this. Anyway both options will be removed in 1.5
in favor of better alternatives (Clear All activations, and On By
Default).
