I don't know when it's scheduled to be released, probably when it passes all the tests and major bugs are fixed. Meanwhile, if you don't need Firebug to be strictly stable, you should try the 1.5 alphas. In the alphas the reported bugs are fixed promptly, but it takes some time before they reach AMO (addons.mozilla.org).
