If you mean the default name that is used in the Save As dialog (and can be changed by the user) I think it could just use the current host name. e.g.: zoho.har, getfirebug.har, etc. (I don't think it's necessary to use the netData as a prefix) I don't like the "netData.har1" since this changes the file extension.
