I guess this maybe related to our work to turn off the javascript debugger API when you are not debugging a web page. If so the reason we have a hard time reproducing it would be things like the number of tabs, windows, and which ones are using Firebug.
Be on the look out for the circumstances that cause it to happen/not happen. For example, if you see it happen, did you just switch tabs or open a tab or window?
