It's done using HTML and it's part of the Net panel's content, while the Net panel's toolbar (Clear, Persist, ...) is part of XUL. Both these UI's are quite separated. The problem is probably related to how panels are updating visibility of the toolbar buttons. All panels share the same toolbar and show buttons when selected and hide them when deselected.
