Inspect a paragraph in your response and then mouse over the layout tab ... no rulers will be displayed.
There is already a bug report for this at: http://code.google.com/p/fbug/issues/detail?id=2804 I have just finished gathering all the past and present inspector test cases to make a test system for the inspector. I am now stripping them down to their root causes. It looks like most of them are duplicates but we really need to do this as fixing one inspect issue has a tendency to break others.
