I don't know why PageSpeed displays -1, but note that there can be two
types
of cached requests

1) The server returns 304 and so the body is mined from the browser
cache. These requests are displayed in the Net panel with status code
304.

2) The browser reads the URL directly from the browser cache without
asking the server (there is no roundtrip). These requests are not yet
displayed in the Net panel. But this is planned feature, see here:

Perhaps PageSpeed uses -1 for #2 ?
