Are you sure, this is a bug in Firebug? Could it be, that it's just a caching problem or something similar? If you really think, this is caused by Firebug, then please file a bug (as John already mentioned). Though I have to say, that when I test this in FF 3.6.8 + FB 1.6 (SVN) under Windows 7, the changed CSS appears after the reload.
