I already had the MSE installed, but I can't do much with it. It only occasionally decides to open on errors. It's not offering to open for this error.
I'm trying to install "Visual Web Developer", but I don't understand the installation process. The dialog says "Web Platform Installer 2.0". Your link says "Simply select your options - Microsoft® Web Platform Installer (WebPI) will configure everything." This doesn't tell me what I need to know. The "Install" button on the dialog is insensitive. I don't get it.
