Sounds like there is something broken on your side: Firebug is always
disabled on sites.  You have to explicitly open it on a site to have
it enabled.

Please try Firebug > Firebug Icon Menu > Options > Reset all.
then
Right click on Firebug Status bar icon and select Clear All
Activations.

Let us know, I guess it will be fixed.
