Thanks for the location. Here's the contents of the breakpoints.json
file. This line it breaks on is accurate. If I modify my javascript
file to have a blank line on line 63, Firebug does not stop (as
expected). No indication in the UI that a breakpoint is at that
location, still.

Renaming the breakpoints.json file did fix the problem; it no longer
stops execution.
