Ok I think I figure out what is going on here. Open a new tab in firefox, then navigate to URL "about:blank". Is Firebug open? If yes, then that is the cause for the "new tab flash".
When Firefox opens a new page, it first navigates to "about:blank", then to the new url. If you have firebug active for "about:blank", then Firebug will open when Firefox loads "about:blank", then close when Firefox goes to the new tab url. A simple solution is to navigate to "about:blank" and turn Firebug Off [(!)] upper right corner. This is new in 1.7, but exactly why is not clear. The logic for activation was changed, but the solution for about:blank is not completely understood.
