A bit more info on this: Right-clicking the Firebug Start Button offers an option "On for All Web Pages". By default this option is deactivated and Firebug shouldn't be shown as long as you didn't activate it (via clicking on the Start Button or pressing F12) for a specific site. Also note you can deactivate Firebug for one site by clicking the "Standby" Button in the top-right corner of the Firebug window or by pressing Shift+F12.
