Firebug Lite for Chrome behaves similar to Firebug Activation scheme, that is, if you open Firebug (and the bug icon becomes orange) it will stay active (and remember if it was maximized or minimized) next time you visit a page from the same domain.
If you want to stop using Firebug Lite for a particular page/domain, click the "off" button and it will stay off (and the bug icon becomes gray).
