I tried "reset all options". Firebug is the only extension installed.

Creating a new Firefox profile seems to have fixed the problem, but
hardly a great solution. For many of my co-workers, Firefox is their
primary browser. They have multiple extensions and have tuned their
Firefox settings for how they work and browse. Deleting the profile
means going through the work of reinstalling multiple extensions,
themes, add-ons, reconfiguring, etc. Fortunately for me, Firebug is
the only reason I use Firefox. If the problem is the data left in the
profile by Firebug, why not have an option to wipe just the Firebug
data?

My own work-around was to put a comment on the line of code on which
Firebug was fixated.
