The problem seems to be the option "Scroll Changes Into View". Uncheck this
in the HTML Panel options (that small arrow). Or you can try Firebug Icon ->
Options -> Reset All Firebug Options.

By the way, it seems that you have problems with your installation. When you
mouseover an element in the HTML panel it shows a "outline" highlight (blue
border/shadow) instead of the "box model" highlight (yellow, purple and blue
overlays). Try installing Firebug in a clean profile.
