Currently Firebug is deactivated by default for all pages. If you have it opened for when closing a page it'll be automatically opened for pages that come from the same domain. So, there would have to be a new option that disables this behavior and use the one you are proposing...? In any case, I think this could be nice feature for FireStarter extension that exists to customize Firebug activation logic.
