Have been experiencing the exact same problem since upgrading to
firebug 1.9.1 a few weeks ago. Release notes displayed every time I
start FF.

Config:
Ubuntu 11.10
Firefox 10.0.2
Firebug 1.9.1
extensions.firebug.currentVersion is set to 1.9.1
extensions.firebug.showFirstRunPage is set to true
