This has "bugged" me since first using Firebug for Chrome as compared
to Firefox.  I'm wondering if there's a way around it or it's just a
bug.

If you open Firebug over a web page, you can't see the footer of the
web page.  This is fine.  In Firefox, it lets you scroll up and see
the footer.  In Chrome it's a fixed overlay and you cannot scroll up
and reveal the bottom of the web site.  This is not fine.

This is pretty much the only reason I open Firefox these days, to use
its Firebug when I need to examine and develop my footer elements.
