Firebug.shutdown doesn't let you reopen Firebug (at least on some browsers)
If you want to open, close or toggle in a non-destructive way you can use 
the following :-

Firebug.chrome.open();
Firebug.chrome.close();
or
Firebug.chrome.toggle();
