*Show User Agent CSS* existed already in previous versions and it was off by default. Though it was only used for the Style side panel<http://getfirebug.com/wiki/index.php/Style_Side_Panel>. The Computed side panel<https://getfirebug.com/wiki/index.php/Computed_Side_Panel>didn't have that option before and that's why just all properties were shown (because there was no option to hide them).
