Yes, it's easy since CSS files are usually served statically i.e. URL
returns directly the file.

Yes, because HTML page are often dynamically generated (e.g. using
several combined PHP pages or entirely generated using a templating
engine, java, etc.)

Note that Firebug doesn't have any idea what technology is used
on the server side.

I am usually inspecting part of the HTML page (in the browser) using
Firebug HTML panel, looking up IDs or some unique strings and then
searching the server side files (if I have access to the server
side files) for the right place...
