I have quickly tested this page: https://getfirebug.com/tests/head/cookies/18/issue18.php
There is one root cookie TestCookie18 and I can see it in the Cookies panel. Do you see it? Can you provide a page we could try on our machines? Btw. if you click the 'Filter' button on Cookies panel toolbar and uncheck 'Filter Cookies by Current Path' does it help?
