I guess you're talking about the first-run 
<https://getfirebug.com/firstrun>page. This page will only be opened when 
there's a new version of Firebug - 
so it should just be shown once in several weeks or months - or after 
installing Firebug. This page will be opened in a new background tab.
If you don't want to see this page, you just have to go to about:config and 
set the preference extensions.firebug.showFirstRunPage to false.
