Net panel UI (as well as other panels) is based on Domplate
(UI template system)

The Net UI is generated using several templates (mostly located in
firebug/net/netReps.js). I don't know how much reusable these
templates really are (depends on what you want to do with it),
but you can definitely use Domplate and implement your own
templates on top of it.
