Not yet, though some time ago I created issue
3056<http://code.google.com/p/fbug/issues/detail?id=3056>,
which was intended to allow switching between different media types.
What you can do at the moment is to search for @page or @media rules inside
the CSS Panel <https://getfirebug.com/wiki/index.php/CSS_Panel> and edit
the related print styles there.

Can I disable all "print CSS settings" and tell Firefox "use display CSS
> settings"?

You mean for printing? There's an option inside the *Page Setup* dialog
(available via Firefox button > *Print...* > *Page Setup...*) called *Print
Background (colors & images)*, which allows you to print the page including
images and backgrounds. Though this doesn't disable the CSS styles defined
for printing.
What's the use case for this?
