Sorry for the late reply on this. This is actually by design. See https://code.google.com/p/fbug/issues/detail?id=5888#c19. Reason behind this is that add-ons can be updated automatically in the background, so the first-run page would appear somewhen in the middle the browser session, which is worse than after a browser restart.
