This can happen if the element you clicked is overlayed by another element. Hovering the inspected element within the HTML panel will highlight it within the page, so you can see whether it overlaps the element you wanted to inspect. If that doesn't help you, please post a URL and provide some steps, so your problem can be reproduced.
