Even when SeaMonkey might do the work, I wanted to mention that there are plenty of tools out there to create websites. Just do a quick search for 'program for creating websites' in your favorite search engine and you'll find them. If you want to dive deeper into website creation, I suggest you buy literature about HTML, CSS and JavaScript basics and/or work through some online tutorials on that topic.
