Firebug 3 <http://getfirebug.com/releases/firebug/3.0/> will integrate with 
the DevTools, which also means that it inherits their activation model, 
which is tab-based.
Though there is also a request for it for reusing the URL-based activation 
model <https://github.com/firebug/firebug.next/issues/292> of Firebug 2.
