This is due to the change to multiple processes in Firefox <https://developer.mozilla.org/en-US/Firefox/Multiprocess_Firefox>. This change breaks Firebug and fixing it would have required huge changes, for which the resources were missing. So the decision was made to merge Firebug into the DevTools <https://blog.getfirebug.com/2016/06/07/unifying-firebug-firefox-devtools/> and to discontinue the development on the Firebug extension.
