I figured it out. After installing developer edition freshly, the debugger tab worked, but I remembered that I have a lot of personal preferences set in my "regular" firefox browser. As soon as I went to privacy and set it to "never remember history", then my debugger problem appeared. I'm unsure what the expectation should be here, as I've had my browser set that way for years and firebug never used to care (the source tab still worked), but dev toolbar does care about this setting. If I use "custom settings" for history, check "remember browsing history", and check "clear everything on close", the debugger tab works, but if "always use private browsing mode" is checked, it does not.
