It doesn't exist. This is a garbled version of a month old rumour that
resulted from a serious misunderstanding of a question about reciprocal
compensation between phone companies that the FCC is considering. See

Everyone who forwarded a copy of the original message should make a
new year's resolution not to forward unsubstantiated rumours!
Even it were true, it has nothing to do with firewalls, and hence is not
