It could be done that way, but I think that would make the firewall rather
complicated.
An alternative approach would be to set up a web proxy server within the
protected network, set up content filtering on it (which I'm told is not
difficult with some proxy server software) and set up the firewall so only
the proxy server is allowed to make Web connections outside the protected
network. (Of course, this requires every web browser on the network to be
reconfigured.)
