A sniffer that relied on Van Eck emissions would indeed be 
almost complety undetectable and I believe that it is beyond
the scope of the original question. 

My understanding of the question was that he was wondering 
if there was a way of detecting promiscuous ethernet devices
on the segment or finding if there was some other run of the mill
software running. Both of these have been answered and Phrack 54
has a good summary of other methods. 

This leaves the question of the snipped xmit wire. Could this
be easily detected with a multi-meter or a Fluke meter?
