Portmapper is what decides what RPC ports are going to used by the RPC
daemons.  They are random ports above 1023.

Basic question:  To set up RPC port ranges for a firewall I need to
identify/assign a program number for the system that will use the RPC
range.  Where does this number get created, assigned, etc. and how do I
find it for any particular program?
